US industrial might was a powerful deterrent in the years following WWII, but it has eroded as the defense industrial base consolidated, commercial manufacturing was increasingly offshored, and lean manufacturing and just-in-time inventories made supply chains brittle. This session will discuss examples of the need for surge capacity, ways to quantify the need, and the technology and policy enablers to meet the need.
