Colonel Jonathan A. Cabillan is the Chief of the ECJ68 Programs, Engineering and Architecture (PEA) Division at Headquarters U.S. European Command in Stuttgart, Germany. He leads a joint military, civilian and contractor team providing theater-wide project management, engineering and integration of information technologies, and development and management of information and communications network architectures. Col Cabillan is responsible for a $125 million information technology project portfolio supporting theater campaign and OPLAN requirements. He also supervises the execution of a $72 million information technology procurement budget and a $53 million information technology services contract. He was previously assigned as the Deputy Chief, J5 Policy Branch at NATO Joint Force Command Headquarters, Brunssum, The Netherlands.

Colonel Cabillan enlisted in the Air Force in April 1987 and began his career as a Missile Systems Maintenance Specialist. In 1992, he cross-trained into Health Services Administration and served in a number of Medical Group positions before receiving his commission in 2002 as a Distinguished Graduate of Officer Training School. As a senior Cyberspace Operations Officer, he has served in a number of positions at the squadron, group, Numbered Air Force, Combatant Command, Joint Staff, and NATO echelons.
