Colin Miller serves as Vice President and General Manager of Boeing Phantom Works, the advanced prototyping and development division within Boeing Defense, Space & Security. In this role, he leads a portfolio of cutting-edge programs that deliver innovative, next-generation capabilities to meet the nation’s most complex defense, aerospace, and security needs.

An accomplished aerospace executive with more than 30 years of experience, Miller brings deep expertise across technical leadership, program management, flight operations, test and evaluation, manufacturing, and quality. Prior to joining Boeing in 2024, he held senior leadership positions at Northrop Grumman’s Aeronautics Sector, including Vice President of Engineering and Vice President of Mission Assurance & Programs, where he oversaw engineering excellence and program execution across a diverse portfolio of advanced aircraft systems.

Miller’s career also includes eight years at Gulfstream Aerospace, where he served as Senior Vice President of Innovation, Engineering & Flight, Vice President of Flight Operations, and Experimental Test Pilot, driving the development and flight testing of business aviation’s most advanced aircraft.

Before entering the private sector, Miller served over two decades in the United States Air Force, commanding at the squadron, group, and wing levels, including the 40th Flight Test Squadron, the 412th Operations Group at Edwards Air Force Base, and the 46th Test Wing at Eglin Air Force Base. He also directed requirements for the Joint Strike Fighter Program Office and was recognized for his leadership in safety and mission success during critical test programs.
