Dr. Cynthia Lintz
Dr. Cynthia Lintz is a Strategic Capabilities Planner for the U.S. Army and a certified urban planner (AICP) with over two decades of experience in infrastructure planning, military installations, and international development. She previously held senior civilian roles at Naval Facilities Engineering Systems Command (NAVFAC), including Asset Management Branch Head and Operations Support Officer, where she oversaw planning and execution for multibillion-dollar infrastructure portfolios across major Navy installations.
Dr. Lintz served as Installation Program Integrator at Naval Station Guantanamo Bay, acting as senior civilian advisor to the commanding officer and leading cross-agency coordination on migrant operations, detainee transfers, and emergency planning. She began her career as a Peace Corps Volunteer in Bulgaria and later supported post-conflict stabilization efforts in North Macedonia under a USAID-funded program.
She holds a Ph.D. in Planning, Governance, and Globalization from Virginia Tech, where her dissertation on identity at the Bulgaria–North Macedonia border earned national recognition for excellence.
