Dr. Emily Goldman
Dr. Emily Goldman is a Cyber Strategist at the National Security Council and a widely respected thought leader on cyber policy and strategy. She has over two decades of experience at the intersection of national security, information operations, and cyber strategy, having held senior roles across the Department of Defense, the Intelligence Community, and the Department of State.
From 2020 to 2025, Dr. Goldman served as Cyber Strategist in the Directorate of Operations at U.S. Cyber Command and the National Security Agency, where she helped shape cyber operational planning and strategic frameworks. Earlier, she directed the U.S. Cyber Command / NSA Combined Action Group from 2014 to 2018, leading development of the 2018 U.S. Cyber Command vision Achieve and Maintain Cyberspace Superiority. Her prior assignments include serving as Cyber Advisor to the Director of Policy Planning at the U.S. Department of State (2018–2019), Deputy Director for Interagency Coordination at U.S. Central Command (2009–2011), and Senior Advisor and Director of Strategic Communication in the State Department’s Office of Counterterrorism (2007–2009).
Dr. Goldman is co-author of Cyber Persistence Theory: Redefining National Security in Cyberspace (Oxford University Press, 2022), a foundational text in contemporary cyber strategy. Her work continues to inform U.S. cyber posture and doctrine in an era of persistent engagement and evolving digital threats.
