Dr. Reed Skaggs is the Chief Strategy and Business Operations Officer at Lewis-Burke Associates, where he leads efforts to expand clients’ influence in defense and national security research and development.

He previously served in senior roles across the federal S&T enterprise, including as Deputy Assistant Secretary for Army Research and Technology, at the Army Research Laboratory, and in the White House Office of Science and Technology Policy (OSTP). He has helped shape national defense R&D policy and secure critical funding for emerging technologies.

Dr. Skaggs holds a Ph.D. in Physical Chemistry and is a recognized expert in national security innovation, with deep expertise in quantum information science, infectious diseases, and future technology strategy.
