Harley Stout
Harley Stout currently serves as Acting Chief Data and Artificial Intelligence Officer for the Joint Staff, supporting the Vice Chairman of the Joint Chiefs of Staff. In this role, he helps shape senior-level military strategy and operations through data-driven decision-making and AI integration at the highest levels of the Department of Defense.
Prior to joining the Joint Staff, Mr. Stout served as Chief Data Officer at the Chief Digital and AI Office (CDAO), where he advised on the development of mission analytics across the Department. From 2023 to 2025, he was a Technical Advisor at CDAO, leading key analytics initiatives that bridged strategic, operational, and tactical data layers within the DoD.
Earlier, Mr. Stout was a Lead Associate at Booz Allen Hamilton, where he managed executive decision support tools and ML-powered analytics applications for senior DoD leadership as part of the Advana program. His work significantly contributed to the modernization of the Pentagon’s data ecosystem.
Mr. Stout began his national security career as a research engineer at Georgia Tech Research Institute, leading data integration for missile defense simulations and contributing to tools that enhanced threat modeling and analysis.
