HON Kathleen H. Hicks serves as the 35th Deputy Secretary ofDefense; she was sworn into that offi ce on Feb. 9, 2021. Prior to becoming Deputy Secretary, HON Hicks held the position ofsenior vice president, Henry A. Kissinger Chair, and Director of theInternational Security Program at the Center for Strategic andInternational Studies. From 2009 to 2013, she served as a seniorcivilian offi cial in the Department of Defense. Confi rmed by theUnited States Senate in 2012 as principal deputy undersecretary ofdefense for policy, she was responsible for advising the secretary ofdefense on global and regional defense policy and strategy. She alsoserved as deputy undersecretary of defense for strategy, plans, and forces, leading thedevelopment of the 2012 Defense Strategic Guidance and the 2010 Quadrennial Defense Reviewand crafting guidance for future force capabilities, overseas military posture, and contingency andtheater campaign plans. Prior to becoming the DUSD for SPF, from 2006 to 2009 Deputy Secretary Hicks was a seniorfellow at the Center for Strategic and International Studies. Deputy Secretary Hicks launched hercareer as a civil servant in the Offi ce of the Secretary of Defense, serving from 1993 to 2006 in avariety of capacities and rising from Presidential Management Intern to the Senior ExecutiveService. She holds a Ph.D. in political science from the Massachusetts Institute of Technology, an M.A. fromthe University of Maryland’s School of Public Affairs, and an A.B. magna cum laude and Phi BetaKappa from Mount Holyoke College.
