Julia Khersonsky
Julia Khersonsky is the Deputy Assistant Secretary for Strategic Trade at the Bureau of Industry and Security (BIS), U.S. Department of Commerce. She oversees strategic trade licensing, exporter outreach, and training across several BIS offices, including National Security Controls and Nonproliferation and Foreign Policy Controls.
Prior to joining BIS, she spent 14 years at the State Department in the Bureau of International Security and Nonproliferation, most recently as Acting Director of the Export Control and Border Security (EXBS) Program.
Khersonsky has over 20 years of experience in strategic trade controls and capacity building, including work at the Center for International Trade and Security and the U.S. Embassy in Moscow as a Nonproliferation Fellow.
She holds a Bachelor’s in Political Science from the University of Pittsburgh and a Master’s in International Affairs from George Washington University.
