Matt Winters
Matt Winters serves as the Chief Integrator for the Strategic Capabilities Office (SCO), Office of the Secretary of Defense (OSD) in US Army Europe & Africa (USAREUR-AF). Matt is responsible for identifying and analyzing capability gaps in USAREUR-AF’s operational and contingency plans for the development and refinement of unique SCO programs from conception to transition.
Additionally, Matt is a Principal Research Associate for Georgia Tech Research Institute (GTRI), working for SCO as a Department of Defense civilian under the Intergovernment Personnel Act (IPA). Before working at GTRI, Matt served for 25 years in the US Army. His significant positions included serving twice as a Battalion Commander in addition to nominative assignments with the Chairman of the Joint Chiefs and Secretary of Defense staffs. His last assignment, before retiring in 2022, was as the Chief for the Commander’s Initiative Group (CIG) for the Commanding General of USAREUR-AF. Matt’s combat and deployment experiences include three tours in Afghanistan, individual tours in Kosovo, Iraq, and South Korea, and 13 years in a variety of positions in Germany.
His areas of expertise include Large Scale Ground Combat Operations, Fires, and Nuclear Operations. Matt is currently pursuing a PhD in International Security to the chagrin of his wife who thought this nonsense would stop in 2022.
