Stephan de Spiegeleire

Principal Scientist, The Hague Centre for Strategic Studies

Stephan De Spiegeleire is Principal Scientist at The Hague Centre for Strategic Studies, where he leads research on strategic defense planning, security foresight, and capabilities-based planning. He also serves as Senior Advisor for Defense and Security at TNO and teaches at Webster University and military academies around the world.

Previously, Stephan spent nearly a decade at the RAND Corporation, including as Director for Defense and Security at RAND Europe. He also held research roles at the Stiftung Wissenschaft und Politik in Germany and the Western European Union’s Institute for Security Studies in France. Since 2004, he has worked in Dutch research institutes, focusing on future-oriented national and international security strategy, particularly in relation to Russia, Ukraine, and emerging defense technologies.

He holds a B.A. in Slavic Philology from KU Leuven, M.A. degrees from the Graduate Institute in Geneva and Columbia University, and completed qualifying exams with distinction in Political Science at UCLA.
