Dr. Michael McGrath (Moderator)
Dr. Michael McGrath is an independent consultant focused on strategy, portfolio management, and performance assessment for technology enterprises, with experience spanning government, industry, and research consortia.
He previously served as Deputy Assistant Secretary of the Navy for Research, Development, Test and Evaluation, and as Vice President at both Analytic Services Inc. (ANSER) and the Sarnoff Corporation. He also held key roles at DARPA and in the Office of the Secretary of Defense, where he led initiatives on dual-use technology and digital logistics integration.
Dr. McGrath began his government career in logistics and acquisition management and later chaired the board of Advanced Technology International, overseeing major R&D consortia. He has served on the Defense Science Board, National Academies panels, and multiple advisory boards.
He holds a BS in Space Science and Applied Physics and an MS in Aerospace Engineering from Catholic University, and a doctorate in Operations Research from George Washington University.
