Ms. Sally Pfenning serves as the Director of Requirements and Resource Integration (J8), United States European Command (USEUCOM), Stuttgart, Germany. In this role, she is responsible for integrating strategic requirements with resource allocation in support of USEUCOM missions, ensuring alignment with Department of Defense priorities and multinational commitments. She leads efforts to synchronize force structure, capability development, and resource planning across the European theater.

Prior to her assignment at USEUCOM, Ms. Pfenning served as the Director of Resource Integration, Office of the Deputy Chief of Staff G-9, Headquarters, Department of the Army (2020–2024). In this capacity, she oversaw Army resource integration for installation readiness and modernization, managing programs that supported the quality of life, infrastructure, and resilience of Army communities worldwide.

From 2018 to 2020, Ms. Pfenning was Chief of the Installation Readiness Division, U.S. Army Corps of Engineers, where she directed nationwide programs to ensure sustainable Army installations and infrastructure readiness. She also served as Assistant Chief of Staff for Public Works and Logistics, Installation Management Command – Europe (2017–2018), leading regional logistics and public works operations across European garrisons.

Her earlier assignments include a series of leadership roles with U.S. Army Garrison Hawaii (2013–2017), where she progressed from Deputy Director of Public Works to Director of Public Works and ultimately to Deputy to the Garrison Commander. In these roles, she provided executive leadership for installation management, infrastructure development, and community support programs for Soldiers and families in Hawaii.
